Rail Diesel Commuter Car Feasibility

In early 2006, the Rogue Valley Metropolitan Planning Organization (RVMPO) suggested that the time might be appropriate to reconsider a commuter rail option. This was partially driven by the availability of self-propelled rail diesel cars (RDCs) owned by the Rail Division of the Oregon Department of Transportation (ODOT). These cars were purchased by ODOT for three years of seasonal excursion service between Portland and Astoria as part of the activities surrounding the bicentennial of the Lewis and Clark Expedition.
Staff was instructed to look at a much less extensive operation than that the proposals discussed in the 2001 Southern Oregon Commuter Rail Study. The new operation would be a commuter rail operation between Central Point and Ashland over the rails of the Central Oregon & Pacific Railroad (CORP), requiring low capital and operating costs. RVMPO wanted the operation to be something more along the lines of a limited-duration “demonstration” project to assess costs and ridership levels.
