Crater Lake Highway Transportation and Land Use Study

Travelers on Crater Lake Highway (Hwy. 62) face unacceptable congestion, safety hazards and difficult access to local businesses. Recent transportation studies have identified the construction of a new regional expressway as a preferred strategy for addressing these issues.

The Rogue Valley Council of Governments (RVCOG) received a grant to evaluate transportation and land use along Crater Lake Highway, as they relate to a potential new expressway for "through traffic," running parallel to and west of the existing Crater Lake Highway. This was the first time in the Rogue Valley that a single study has linked transportation planning with land-use planning. RVCOG conducted this study in cooperation with Jackson County, the City of Medford, Oregon Department of Transportation (ODOT) and the Oregon Department of Land Conservation and Development (DLCD). Business and property owners and citizens also played key roles.
